Theories of the Market in Social Services and Implications for Kore

Abstract
The purpose of this study is to derive the typology of the quasi-market as an ideal type of social service market through the recent theoretical studies of the social service market conducted in foreign countries (Europe and Japan in particular), and to derive implications for Korea by examining the typical cases of institutional reforms of social care service. To that end, this study firstly focuses on the theoretical discussions of the social service market which have been developed abroad including Europe and Japan in recent years, and analyses the significance and the limit of such discussions by largely dividing them into ¡°the theory of the social market¡±, ¡°the theory of the quasi-market¡± and ¡°the theory of the market types.¡± And secondly, this study examines the significance of the marketizing reform in social services by deriving ¡°the typology of the quasi-market¡±, the ideal type of the market in social services, classified as ¡°voucher type¡± and ¡°commissioning type.¡± Thirdly, the background of the marketizing reforms and the structure of the ¡°quasi-market¡± in Japan and the United Kingdom, the typical examples of the quasi-market, are also analyzed. Based on the above analysis, this study finally presents the implications, examined by the cases of Japanese and British institutional reform, on the structure of the quasi-market introduced in the process of the reform of Korea¡¯s long-term care service.
